Sutherland Shire Development Control Plan 2015
The Sutherland Shire Development Control Plan (DCP) 2015 provides detailed information regarding development types, places and other topics.
The DCP should be considered in conjunction with the Sutherland Shire Local Environmental Plan (LEP) 2015.
The DCP is typically used, alongside the LEP, to assist the preparation and assessment of development proposals.

From 26 April 2023, in a document (other than a state environmental planning policy) a reference to a former zone under an environmental planning instrument is taken to include a reference to a new zone under the environmental planning instrument. Note: Document means an Act, statutory or other instrument, contract or agreement, and includes a document issued or made under or for the purposes of an Act or statutory or other instrument.
We will continue to apply the Sutherland Development Control Plan 2015 based on the former zones until it is updated to reflect the new employment zones. There are temporary savings and transitional provisions applying to development which would be prohibited by the new zones. Recent changes
We are currently preparing updates to the DCP to ensure it aligns with a range of Council strategies and plans.
The following is a list of adopted DCP changes since April 2026:
- In April 2026, aspects of the DCP relating to vehicular access, traffic, parking and bicycles were updated, following a report to the March 2026 Council meeting.
- In May 2026, aspects of the DCP relating to stormwater and flooding were updated, following a report to the April 2026 Council meeting.
