Cronulla Special Entertainment Precinct

The Planning Proposal seeks to establish a Special Entertainment Precinct (SEP) for Cronulla centre. This is a defined area where sound from venues with amplified music is managed by a precinct management plan.

A Special Entertainment Precinct allows for noise levels and hours of operation for live music to be set for an area by a Precinct Management Plan. It can include additional trading hours for venues that host live entertainment, amplified sound that is regulated via a precinct management plan, and later outdoor dining.

New residential development is required to sound proof against entertainment sound.

Special entertainment provides opportunities to celebrate creative communities, and boost vibrancy into our centres for locals and visitors.

The Planning Proposal was placed on public exhibition from 23 March to 28 April 2026.

C3 & C4 Zone  Review & Revision of  Dual-occupancy Controls

The draft Planning Proposal identifies five small precinct areas for rezoning from C3 Environmental Management or C4 Environmental Living to R2 Low Density Residential.

The draft Planning Proposal will also allow:

  • Torrens Title subdivision where currently only strata-subdivision is available in C4 Environmental Living.
  • Two-storey dual-occupancy on internal lots - currently only single-storey dual-occupancies are allowed.

The amendments allow for more flexibility and delivery of housing options in Sutherland Shire.

The Planning Proposal was gazetted on 29 May 2026 as Sutherland Shire Local Environmental Plan 2015 (Amendment No. 28).

Gateway Determination was issued on 30 September 2025.

Public Exhibition started on 11 November 2025 and ended on 15 December 2025.

North Cronulla Surf Life Saving Club

Council initiated planning proposal in relation to North Cronulla SLSC 62 Prince Street, Cronulla to amend Sutherland Shire Local Environmental Plan (SSLEP2015) by reclassifying this building from 'Community' to 'Operational' land.

Gateway Determination expired on 31 December 2025 and therefore this Planning Proposal is no longer proceeding.

Kurnell Planning Proposal

This Planning Proposal seeks to amend the Sutherland Shire Local Environmental Plan 2015 (SSLEP2015) to create a new suburban community at 251, 278, 280-282 and 260R Captain Cook Drive, Kurnell.

Transferred to the NSW Government

On 30 September 2024, Council was advised that by the Department that the Planning Proposal is of State significance.

To expedite that determination of the Planning Panel, it will now progress as a State Assessed Planning Proposal (PP-2023-2828). This means that the Secretary of the Department will be the Planning Authority for the Planning Proposal, rather than Council.

Council has resolved to refer the Planning Proposal to the Department for Gateway Determination on 15 July 2024.

Gateway Determination was issued by the Department of Planning on 11 November 2024.

Gateway Determination expired on 28 November 2025 and therefore this Planning Proposal is no longer proceeding.

This proposal is progressing as a State Significant Development.

In July 2024, the Planning Proposal was not supported by Council.

The applicant submitted a rezoning review to the Department of Planning, Housing and Infrastructure. The Sydney South Planning Panel considered the request and recommended that the proposal not be supported for a Gateway determination.

Low Rise Medium Density Housing Code and SSLEP2015

Council initiated planning proposal to amend the Low Rise Medium Density Housing Code to harmonise it with the character and built form of the Sutherland Shire.

  • Applying a floor space ratio (FSR) of 0.55:1 to the site
  • Applying a maximum building height of 8.5m to the site
  • Applying a minimum landscaped area of 35% to the site

147 Garnet Road, Kareela

Land owner initiated Planning Proposal for 147 Garnet Rd, Kareela that would allow for Sylvanvale’s headquarters at the site to be rezoned to allow residential flats.

Proceeds from the sale would facilitate construction of supported accommodation for people with disabilities at other locations in Sutherland Shire.

The Planning Proposal also presents the opportunity to better protect the environmental qualities of the site and ensure they are maintained into the future.

This Planning Proposal aims to:

  • Rezone the site from SP2 Infrastructure to R2 Low Density Residential
  • Apply a Floor Space Ratio (FSR) of 0.55:1
  • Amend the Height of Buildings limit set for the site from 12 metres to 8.5 metres
  • Apply a Landscaped Area requirement set at 50% of the site area
  • Include the site on the Terrestrial Biodiversity Map, making it subject to Clause 6.5 Environmentally sensitive land—terrestrial biodiversity
  • Add an Additional Permitted Use provision to Schedule 1 of the plan which allows development of Residential flat buildings on this site with:
  • A maximum Building Height of 16 metres
  • A maximum Floor Space Ratio of 0.7:1
  • A 50% Landscaped Area requirement.

In addition, the Sutherland Shire Development Control Plan 2015 will be amended to include site specific provisions appropriate to the future development.
