What is a public place?

A public place is, among other things, a public road, nature strip, footway, bridge or public reserve, including a public wharf or boat ramp and Crown reserve land.

If you want to undertake many types of works or activity within a public place, you will need to make one or more applications under the Roads Act 1993 or Local Government Act 1993.

What sort of work in public places needs approval?

Construct a driveway - single dwellings
Construct a driveway - large developments
Application for Crane and Pump Permit
Detailed frontage design or to obtain Roads Act approval for a design of frontage works
Hoarding ('A' Class or 'B' Class)
Road opening - approval to open or excavate the surface within or bore beneath a public road for the purpose of undertaking public utility service connections or works
Temporary road closure
Truck zone - use of part of the carriageway to load or unload trucks
Work zone -use of the road reserve for construction purposes

To apply to carry out works in public places, download and complete the related application forms above and visit council's Customer Service Centre. All applications attract a fee.

Note a development application or complying development certificate may also be required.

When to apply for a Public Place Impact Assessment

The Public Place Impact Assessment (PPIA) Guidelines have been designed to help you determine if a PPIA is needed. When a PPIA is required, you need to apply before lodging a development application. A PPIA will assist in the design of your proposed activity.
